**Job Purpose:**
The Civil Engineer is responsible for the design, rehabilitation, and supervision of health facility infrastructure to ensure safe, functional, and accessible environments for life-saving service delivery. The role directly contributes to life-saving outcomes by enabling uninterrupted access to critical healthcare services.
**Responsibilities:**
**1.Infrastructure Assessment and Design**
- Conduct technical assessments of health facilities to identify rehabilitation needs.

The Civil Engineer is responsible for the design, rehabilitation, and supervision of health facility infrastructure to ensure safe, functional, and accessible environments for life-saving service delivery. The role directly contributes to life-saving outcomes by enabling uninterrupted access to critical healthcare services.
**Responsibilities:**
**1.Infrastructure Assessment and Design**
- Conduct technical assessments of health facilities to identify rehabilitation needs.
- Develop cost-effective designs and BoQs, ensuring compliance with humanitarian and national standards.
- Ensure designs prioritize infection prevention and control (IPC), patient flow, and safety
**2. Project Implementation and Supervision**
- Oversee rehabilitation and minor construction work across project locations (merged implementation approach).
- Supervise contractors to ensure quality, timeliness, and adherence to specifications.
- Ensure all works directly support functionality of life-saving health services.
**3. Quality Assurance and Compliance**
- Monitor construction quality and ensure adherence to safety and environmental standards.
- Certify completed works and ensure facilities are fit for medical use
- Maintain and update the central audit findings matrix and risk register, ensuring the Senior Country Officer has a real-time overview of outstanding recommendations and progress on corrective actions.
**.4. Coordination and Reporting**
- Liaise with health teams to align infrastructure works with service delivery needs.
- Coordinate with local authorities and stakeholders.
- Prepare concise technical reports, consolidating activities to minimize reporting lines.
**5. Risk Management**
- Identify and mitigate operational risks (e.g., access constraints, weather impacts).
- Ensure contingency planning for timely completion of critical work.
**Position Requirement:**
**Education**
- Degree in Civil Engineering or related field.
- Minimum 3–5 years of experience in construction or rehabilitation, preferably in humanitarian settings.
- Experience in health facility construction is an asset.
**Competence**
- Strong technical and project management skills
- Ability to work across multiple locations efficiently
- Understanding of life-saving humanitarian priorities
- Good coordination and communication skills
**Language**
- Mission language is essential. Local working language desirable
