**Program Background**

DT Global has been engaged by the Australian Department of Foreign Affairs and Trade (DFAT) to manage the next phase of Australia’s investment in strengthening the delivery of law and justice services in Papua New Guinea for a 4-year period to 31 December 2027.

APLJ seeks to contribute to PNG’s law and justice sector capacity to provide inclusive, safe, secure and accountable law and justice foundations for peaceful and prosperous communities, equitable economic development and private sector growth.

The program aligns with the Government of Papua New Guinea’s (GoPNG) law and justice sector goal of ‘building peaceful and prosperous communities together’. APLJ will focus on three End of Program Outcomes (EOPOs):

**EOPO 1 – Community Safety and Access to Justice at the Local Level:** Communities in target locations, especially women, children, persons with disabilities, vulnerable people and those accused of sorcery, have improved access to selected justice and support services.

**EOPO 2 – Law and Justice Services Supply:** Responsible law and justice sector agencies increasingly provide selected inclusive, responsive, and accountable essential law and justice services in target locations.

**EOPO 3 – Leadership, Coordination and Accountability:** Responsible law and justice mechanisms demonstrate improved sectoral leadership and coordination of national and subnational law and justice services and improved sector integrity systems.

**The Role**

The **HR Officer** will work within the APLJ People and Culture Team to provide essential personnel and payroll administration services to the program, and support LLD functions. The role will lead on contracting drafting and payroll administration functions (including timekeeping, leave, payroll notifications), undertake administrative functions for APLJ PNG national personnel in line with labour laws, payroll requirements and employee entitlements/benefits policies. This role will also provide support to the APLJ’s HR/ P&C Manager with recruitment functions as needed.

The HR Officer will support the HR/P&C Manager and the Operations and Finance Director to ensure HR and payroll administrative functions are operating to a highly efficient standard, and in line with advice relating to payroll, employment and labour laws from the HR/P&C Manager.

**About You**

The preferred candidate will have:

1\. Tertiary qualifications and/or experience in HR Management, Business Studies, or other studies in a related field.

2\. Demonstrated experience administering and coordinating HR and Payroll functions. Preference will be given to applicants with experience and demonstrated knowledge in administering HR and payroll in accordance with PNG labour laws and employee benefits.

3\. Ability to read and interpret legislation and requirements with regards to Human Resource Management, labour laws etc.

4. Demonstrated experience working in a high performing multi-disciplinary team, and commitment to contributing to HR and payroll function and systems improvement.
