Through a global network of field experts and research coordinators, STOOS regularly implements **baseline studies, programme evaluations, needs assessments, market analyses, and monitoring assignments** in diverse operational contexts.
To support upcoming research and evaluation assignments in **Central Asia**, STOOS Consulting is seeking to engage a **Monitoring, Evaluation, and Research Field Manager based in Kyrgyzstan** to coordinate field activities and ensure high-quality data collection and stakeholder engagement.
**Position Overview**
The **Field Manager** will be responsible for supporting the **coordination, supervision, and quality assurance of research and evaluation activities conducted across Kyrgyzstan**. The position will focus on ensuring **efficient field implementation, effective management of enumerator teams, and strong coordination with local stakeholders and institutions**.
Working closely with the STOOS research and project management teams, the Field Manager will help ensure that **data collection activities are implemented according to agreed methodologies, timelines, and ethical standards**, contributing to the overall quality and reliability of research outputs.
**Key Responsibilities**
The Field Manager will support the effective implementation of field activities through the following responsibilities:
- Coordinating the **planning and implementation of field data collection activities**, including surveys, interviews, focus group discussions, and field observations.
- Supervising **enumerators and field researchers**, ensuring adherence to approved research methodologies, data collection protocols, and ethical standards.
- Supporting the **training and orientation of enumerator teams** on research tools, digital data collection platforms, and safeguarding principles.
- Conducting **field monitoring, spot checks, and quality assurance checks** to ensure data accuracy, reliability, and completeness.
- Facilitating **stakeholder coordination with local authorities, community leaders, civil society organizations, and development partners** to support effective field implementation.
- Addressing **operational challenges during fieldwork**, including logistical coordination and access to research sites.
- Providing **regular updates and operational reports** to the STOOS central team regarding field progress, emerging challenges, and contextual insights.
- Supporting the documentation of **field observations and contextual findings** to inform data interpretation and reporting.
**Required Qualifications**
Candidates interested in this role should demonstrate the following qualifications:
- Bachelor’s or Master’s degree in **Social Sciences, Development Studies, Economics, Public Policy, Statistics, Public Administration, or related fields**.
- Minimum **5 years of professional experience** in **research coordination, monitoring and evaluation, or field data collection management**.
- Demonstrated experience managing **enumerator teams and supervising field research activities**.
- Strong understanding of **local governance structures and development programmes in Kyrgyzstan**, particularly in rural and community-based contexts.
- Experience working with **international NGOs, research organizations, or development agencies** is highly desirable.
- Fluency in **Kyrgyz and/or Russian**, with **working knowledge of English** preferred.
- Strong **organizational, communication, and coordination skills**, particularly in field-based operational environments.
**Engagement Modality**
This position will be engaged on a **consultancy basis**, with assignments implemented depending on STOOS project needs and research activities in Kyrgyzstan. The Field Manager will work closely with **STOOS project managers and research leads** to ensure the effective coordination and delivery of field research activities.
