**Acted PSEAH Policy:**
The FSL Project Assistant has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). FSL Senior Project Officer has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. FSL Senior Project Officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

**JOB PURPOSE**
Under the authority of the FSL Project Officer, the FSL Project Assistant is responsible for the implementation of all technical programs/interventions undertaken by the organization, matching with the quality criteria and strategy related to FSL activities.
He/She is fully responsible of his/her activity in terms of quality, respect of the targets, respect of the budget and deadlines.

Under the authority of:
\- FSL Project Officer.
\- FSL Senior Project Officer.
\- FSL Project Manager.
\- FSL Project Coordinator.
\- Area Coordinator

**WORKING RELATIONS**
Internal:
- Report to the Project Officer
- Will interact with all other departments (Programs, Coordination, Programs, FLATS departments, AMEU)
External:

**OBJECTIVES**
- Mission 1: Support in implementation of FSL field tasks and operation.
- Mission 2: Field focus program staff ensuring good representation of ACTED policies, procedures, code of conduct and SOPs to targeting communities and local authorities.
**DUTIES AND RESPONSIBILITIES**
Under the supervision of the FSL Project Officer, FSL Project Assistant responsibilities include:
1. General responsibilities:
1. Works with the local authorities to understand the market and systems within which the targeting and implementation of projects will be conducted.
1. Supports the Project Officer on the activities implementations and field visits (Needs assessments, beneficiaries’ selections, registrations, program verification, activities monitoring, business training provision , BoQs preparing ).
2. Participates to and support technical assessments for potential targeting areas for defining new intervention areas.
3. Regular follow-up and monitoring of project activities in an organized manner, and ensure feedback receiving from beneficiaries throughout the project cycle (registration, identification of activities, distributions, and monitoring).
4. Sensitize beneficiary communities on project objectives and activities, collect and report feedback
Support other FSL sub-sector teams in field quantitative tasks (non-technical) once needed in tense phase of FSL program.
1. Participate in FSL assessments defined be the project manager/coordinator aligned with cluster coordination.
2. Protection Mainstreaming through the programming and distribution, ensuring that beneficiaries with specific needs are prioritized and additional assistance is provided when required.
1. Reporting:
1. Collects photos of program implementation and ensure that donor visibility is respected.
1. Assists in the identification and location of beneficiaries when requested.
2. Draft activity reports and submit daily and weekly updates to the line manager.
3. Regular reporting to FSL Project Officer for any challenges identified in the field.
1. Technical Tasks
1. Supports the implementing of FSL activities.
1. Training provision for beneficiaries aligned with ACTED guidance notes and training materials.
2. Participates to elaborate deliverables to specification and within timeline.
3. Provide required information to relevant parties as dictated by the FSL Project Officer.
4. Participates in identifying and documenting best practices and lessons learned.
5. support the FSL Project officer with preparing the relevant BoQs based on the type of activity.
6. Making sure the field tasks is conducted according to agreed SoPs , guidelines and raise any concerns or feedback if there is any issue or gap with implementing the SoPs , guidelines .
7. Ensure technical accuracy of beneficiary procurements in accordance with submitted action plans and invoices (for MSME activities).
1. Administration and Other Tasks
1. Maintain an efficient, organized system of paperwork and reporting for field work, and participate in preparation of all supporting documents for cash payments.
1. Ensure timely departure and return from the field: this includes leaving to the field with all necessary documents and materials to complete a successful workday.

**KEY PERFORMANCE INDICATORS**
- Functioning and effective communication with community, positive feedback from the targeting communities.
- Effective and accurate data collection conducted for all field missions (if applicable).

- FSL activities documents have been filled and signed in the field with accordance to ACTED compliance policies and SOPs.
- Number of lessons learned and best practices collected and documented over the past 6 months
## **QUALIFICATIONS**

- The FSL Project Assistant is required to embody the following qualities and to maintain compliance with ACTED Rules and Policies at all times:
- Essential Qualifications
- University degree
- Extensive experience with INGOs/NGOs in the FSL sector
- Experience in implementing Cash for food, Cash voucher, MPCA activities
- Resident in Raqqa, Hasake or Deirezzor governorates
- Basic written and spoken English skills
- Basic knowledge of office programs, especially Excel and Word.
- Fluency in Arabic.
- Ability to travel among NES area
- Has a clear understanding of the FSL methodologies regarding the activities to achieve project objectives.
- Basic knowledge in Office program, specially Excel and word.
- Ability to work under pressure in a high-pace environment.
- Ability to manage complaints.
- Willingness to follow instructions, especially those related to security.
- Excellent social and communication skills.
- High commitment to cultural sensitivity, honesty, integrity, Trust-worthiness and accountability.
- Organized, methodical, and thorough work ethic.
- Punctuality.
- Dedication and proven interest in displacement issues, field work and humanitarian programming.
