You will play a key role in strengthening survivor-centered approaches, supporting partners, and ensuring programme quality in complex humanitarian settings. Are you the person we are looking for?
The Protection Manager (GBV Focus) will lead and oversee GBV programming within NCA’s Syria Country Office, while providing technical advisory support to Lebanon. The position sits within the Programme Department (Protection/GBV) and focuses on ensuring high-quality, survivor-centered interventions, partner support, and alignment with NCA and international standards.
Please note that this is an expatriate position and that Damascus is classified as a high-risk area and is a non-family duty station.
**Duties and Responsibilities:**
Programme Management & Oversight (Syria)
- Lead the project cycle management of NCA’s GBV programmes in Syria, ensuring implementation in line with approved results frameworks, timelines, and budgets.
- Monitor programme performance, including activity progress, indicators, and budget utilization.
- Ensure timely and high-quality internal and external reporting, in coordination with programme, finance, and partner teams.
Technical Leadership & Quality Assurance (Syria & Lebanon)
- Ensure GBV programming adheres to international standards, best practices, and NCA policies, including survivor-centered approaches.
- Provide technical guidance on GBV prevention, risk mitigation, case management, and MHPSS integration.
- Support the harmonization of tools, methodologies, and approaches across Syria and Lebanon programmes.
- Ensure integration of safeguarding, PSEA, and protection mainstreaming across all relevant interventions.
Strategic Development
- Overall responsible for strategic development and planning of NCA’s GBV programme in Syria.
- Contribute to the strategic direction of Protection programming across Syria and Lebanon.
- Provide inputs to country strategies, programme design, and policy frameworks.
- Identify gaps and propose innovative, context-appropriate programme approaches.
Lebanon Technical Support
- Provide targeted technical advisory support to GBV programming in Lebanon, based on Country Office needs and priorities.
- Support programme design, quality assurance, and capacity strengthening of Lebanon teams and partners.
- Ensure alignment with NCA standards and promote consistency across both country programmes.
Partnerships & Capacity Building
- Work closely with partners to ensure effective implementation, compliance, and quality delivery.
- Identify capacity gaps and lead capacity building initiatives for staff and partners.
- Promote cross-country learning and sharing of best practices between Syria and Lebanon teams.
Team Management (Syria)
- Lead recruitment, training, and line management of GBV staff in Syria.
- Provide ongoing mentoring, technical supervision, and performance management.
Business Development & Donor Engagement
- Identify funding opportunities and contribute to the technical development of proposals for GBV programming.
- Support donor reporting and ensure compliance with donor requirements.
Coordination & Representation
- Represent NCA in GBV and protection coordination platforms in Syria and, when relevant, support engagement in Lebanon.
- Build and maintain strong relationships with partners, donors, and relevant stakeholders.
**Qualifications**
- Minimum 7 years of professional experience in GBV/protection programming in humanitarian or conflict settings, including at least 3 years in a managerial role.
- University degree in social sciences, gender studies, psychology, international development, or a related field. Relevant experience may compensate for formal education.
- Proven experience in managing GBV programmes, including project cycle management, donor reporting, and proposal development (e.g. ECHO, UN).
- Demonstrated experience in proposal development, reporting, and programme design.
- Strong experience in team leadership, capacity building, and working with partners in complex and multicultural environments.
- Strong knowledge of GBV in emergencies (GBViE), protection principles, and MHPSS integration.
- Knowledge of international standards related to GBV prevention, protection, and response.
- Experience in the Middle East region is desirable.
- Fluency in English required; Arabic is a strong asset.
